A Study on the Introduction of Schedule Rating System in Workers¡¯ Compensation Insurance

Abstract
It is expected to reinforce the activity for preventing industrial accidents to evaluate the effort of employers for averting occupational diseases and to reflect it adequately in calculating the contribution rate of workers¡¯ compensation insurance. It can also contribute to enhancing equity of the firms which participates in financing workers¡¯ compensation insurance. Currently Korean Experience Rating System does not cover small firms, which seems to be one of important reasons for the high accident rates in small firms due to the lack of economic incentives to reinforce employers¡¯ efforts to prevent those work-related accidents. The purpose of this paper is to propose how to implement Schedule Rating System for small firms which are not covered by Experience Rating System and therefore disadvantaged. This paper suggests that the coverage range of Schedule Rating System should be determined by the effects of accident prevention and mitigating equity problem, and administrative costs.
